A needle that waves is telling you something
A speedometer needle that flicks or wavers instead of sitting steady is almost always the cable, not the instrument. The inner cable is binding somewhere in its casing and winding up, then releasing.
The usual causes are a dry inner, a tight bend in the routing, or strands that have begun to break near the ferrule. A cable that squeals is the same fault a step further on.
Route it before you tighten it
Lay the cable along its run first and check every bend is gentle. A sharp bend is what kills the next cable as surely as it killed the last, and on this platform the run past the bell housing is where it usually happens.
Grease the inner lightly along its lower two thirds, leaving the top end dry so grease cannot migrate into the speedometer head. Make sure the inner seats into the drive square at both ends before the ferrules are tightened.
